Basement door inside gone?

I bought a used 2013 Sunseeker with 3k miles on it. It is in excellent shape but I found something unusual. One of the basement doors on the passenger side seems to be missing the core or inside of the door. The painted outside and the inside panel are there but you can push the two sides in and it is hollow. I noticed it when I saw water in the compartment and figured out where it was coming from.

Any suggestions on possible fixes?

Separate panels, install panel foam and properly seal.
