Filling openings in the floors, and walls under cupboards that are cutouts for plumbin
Question, is there any reason I should not fill the cutouts they put in for plumbing? I wanted to fill the gaps in ( not a permanent fill ) to keep critters out but now I am wondering if that is a good idea. I thought of using copper wool or maybe some kind of cut foam. I am not sure that spray foam is a good idea.

Thank you! Will the EX foam be too tight for the PEX tubing or other plumbing ? My fear is smashing it .

I have used a plastic bag, put it through the hole then put a pull zip rap around the neck loosely then shoot the foam into the bag for a few seconds pull out the end and zip the bag closed, works great and no mess, you can still trim it after it sets.

They make non-expanding and minimal expanding foam.

There is also a pliable putty available in the plumbing section of home improvement stores. It has the consistency of Playdoe and does not dry out. We just used it to seal the spaces in our AC compressor after the mice shorted out a wire. I was told that Menards uses it to rodent proof their equipment. It was less than $3.

Home Depot sells a low expansion foam for around windows and doors to seal them against critters and mother nature. Its in the blue cans and works great.
I sold lots of it with new window and exterior door installs when I worked there and all customer were very satisfied, as it did not distort anything in the install.

Yes, along with all of the other things that should have been done at the factory, most of which fall under the category of Taking time to do it right.
Ah, well.... it is what it is. We didn't use steel wool because it can rust. Brass wool was recommended but I couldn't source any, so I went with brass scouring pads from our local hardware store. They cut to size easily with scissors. I stuff it in the holes and follow it with Pestblock.
I bought some clear tubing to fit the Pestblock can for two reasons:
- With a long enough tube you can fill holes with the can upright
- When the tube gets clogged from expanded and hardened foam you can toss it and cut a new one
It's messy stuff... I like the tip with the bag above.
