Seems I have always had battery issues. If your batteries go dead, and you have a power jack, will a 2000 amp jump box give the unit enough power to raise and lower the jack to hook it up?

A decent sized jump box should do it. If your tow vehicle is wired with a -12VDC feed line to the trailer plugging in the 7 Pin connector should power the jack. I can plug my R-Pod in to my F-150 and have jack power even with the battery removed or the cut off switch open.

Every power tongue jack that I've ever seen, has a manual method to raise and lower.

Generally by removing a cap or bubble level on the top of the head unit and then inserting a crank handle or rachet to manually raise or lower it.
