Problem with raising & lowering tent trailer

I have a 2002 Rockwood tent trailer (model 2302) and I have a problem with the hand crank as it allows me to raise the roof, but is not allowing me to lower it.

I have to use a screwdriver on the lock spring to keep it open to lower the roof. I read in my owners manual that there is a clutch assembly in regards to the mechanism that should hold open the lock spring when I turn it a 1/4 of the way to activate the clutch & am wondering if that may be the problem (with a quick fix) or do I have to replace the hand crank.

Any help would be appreciated.
