Propane regulator leak or venting?

Hello everybody, we just bought a 05 forest river flagstaff m-23. We are trying to get the propane heat to pop off and replaced propane whip and now I'm checking for leaks with soapy water. No leaks at the whips but at the removable cap (black) I'm seeing bubbles coming up from the bottom. Is this a leak or normal venting operation?

Hard to tell but don't mess with a potential leak. I would replace the lot.
