Spare Tire partially flips down - why?

We have a new 2016 FR travel trailer, and the bumper mounted spare tire has a pin in the mounting bracket. If I pull the pin, the mounted spare tire folds forward to about 45 degrees. Anyone know why it does this? It makes no sense to me. It would be much easier to remove if the tire stayed vertical. Thanks...

Here is a picture with the pin out and spare tilted back - not sure why unless the mounting bracket is universal and could be used for something else...

Universal mount incase there is a baggage door behind it.

Step son rented a trailer with the same mount, you had to lower the tire to connect the city water.

Baddawg, that's the same spare tire mount that resides on my trailer. I pull the pin to let the tire swivel down to access my storage cabinet in front of the spare tire (and pull out lawn chairs, etc)

I couldn't tell from your picture, but is there a storage cabinet there?

I have no cabinet behind. Guess they just use I bracket for all...thanks.
