Underneath Winter Package Ripped

I own a 2000 27FT Flagstaff travel trailer and it has what I think is referred to as the winter package. The frame isn't exposed, it is all covered by a tarp/vinyl material all the way. Problem is that the vinyl has ripped out of the screws at the front of the camper now. Could I just totally rip it all out or will the camper not be water tight from underneath if I do this? There is more vinyl material between the camper floor and the frame which I assume would keep water out while travelling but I am not sure. I am not sure how to go about repairing it if I can't just rip it all off. Any advice is appreciated.

The good news is that the frame looks brand new under it. Not to bad for a camper coming on 20 years old. I just don't know what I would all have to waterproof if I ripped the winter package off, or if I would even have to seal anything at all.
