The water heater will drain (not completely but mostly) by opening the low point drains, especially if you open a faucet to allow air in.
This is NOT recommended though as this procedure will often suck Calcium and debris from within the water heater, into the plumbing, where some of it remains and is then redistributed into the plumbing system on repressurization, thus, clogging toilet valves and faucet aerators.
Also make sure the water heater isn't simply vacuum air-locked. (water won't come out if air can't get in)
Open the T&P valve (temperature & pressure) to allow air in and see if more doesn't come out.
