Inside is when you want to use gas, outside is for using electric.

If both are on you are using both electric and gas.

Unless you have both an electric and a gas switch inside... Along with an electric switch outside.

x2!

But make sure that the WH is full of water before you turn the electric switch on.
Otherwise you will burn out the electric heating element.

X2 to what Youroo said. In order to answer the question correctly we need to know the mfg. (and the model would be nice) of the water heater.

On my rig You can run both if you are on shore power or have your generator running. You put the outside switch on the WH to on and also turn the inside switch to on for gas you now have propane heating and electric element heating.
