Water pump wont stop

The water pump will stop when taps are off, but every 10 seconds it starts up for a second then stops. Then again and so on. I checked all taps for air but still does it. Anyone have any idea??

You've got a leak somewhere or a defect in the pump.

Did you purge all the air from the water heater relief valve?

Yes, let air out of valve, opened all taps.

That's for all the help, turns out the low point drain did have a small drip under the trailer. I tightened it up and the problem stopped.
