Most communities that do not allow engine braking are referring to the Jacobs (Jake) braking system, which pops exhaust valves on compression and makes that Jake brake noise. The Berkshire closes turbo vanes, basically blocking the exhaust, for engine braking. Leave the engine brake on, it is not noisy, communities banning exhaust brakes would not know you are using it (they are concerned about noise), it is safer, however, an actual Jacobs braking system is much more powerful.
