CB stands for Citizens Band Radio. The frequencies are around 27 mhz, and common units are those many trucker's used to use while hauling loads here and there, along with a few boating people, some commercial folks, and of course families and kids.
A license is needed in different countries, although it's not required here in the US, provided you are not on FRS frequency designations. Be sure to check your radio. Furthermore, increased output can be illegal, check this as well.
