Are you guys saying that toppers unrolling and flapping in the wind is a normal occurrence?

I would think that this should not be the case...

yes, though don't characterize the 'unfurling' as a total unfurling of the whole awning, just a short portion of it - which is due to the fact that it is not 'contained' by anything other than it's roller's built-in resistance spring. The 'fingers' at the ends of the rollers are there for just that reason - the contain the awning from unfurling even further.

Assuming that all awnings we are talking about have that device, but not all models of Berkshires seem to have the same model of topper/device. Mine do not. Both of my big slides have unrolled the slide topper material completely in the right wind conditions and (for me at least) only stopped that after tightening the springs and particularly after I added the cover so that the side wind couldn’t get between the slide and cover enough to billow.

5 Picker - I only have one of those "fingers", on the front. None on the back. Is their only supposed to be one?

When I ordered my topper covers I got with Mitch my customer service rep at Forest River Diesel Division. He looked up our Berkshire build sheet and was able to order for me the toppers for our Berk all 4. He was able to have them shipped to our home.
I would think you have a rep at the Georgetown Division that can do the same for you
