Water Heater Temperature problem

Was dry camping this past week. Fired up the water heater on propane and I could hear it fire up and heat from the outside of the RV. When using the water over the next couple of days, I notice that the water was warm, but not hot.

Someone suggested that I may not de-winterized properly and utilized the by-pass.

Not sure if that's the problem, but I have attached a couple of pix of the by-pass. Is it in the right position? and would this be the cause of low water temperature?

The center (bypass) valve should be in the closed position.

I think you want to turn the middle one to block the flow.
