There's every chance in the world that he didn't even know that he clipped your mirror. Unless he was looking in his mirror at that moment, he would never have FELT a thing.
If you want to report a semi (next time) snap a cell phone pic, note the exact time/date and location (mile marker is best).
There will be a LARGE 5 or 6 digit number on the back of the trailer. It should show in the pic, but if not write it down.
If it is one of the major carriers, they track their trucks via satellite almost down to the minute. They could even tell you how fast he was going, what his RPM's were and even what gear he was in at that moment (and those electronic records are kept FOREVER by QualComm).
Finally, call the SAFETY department of the carrier and let them know what happened. If they try to blow you off, threaten to report it to the state DOT. You'll likely get a favorable resolution.
