Sounds like they have no idea what is wrong with it.
A start capacitor does not cost anywhere near that much and there are just a couple of screws and 3 or 4 spade connectors involved.
The big silver can with all the wires coming out the top is what they are talking about. A shop hour is anywhere from 100 to 250 dollars.
Arrgh.
What model AC do you have?

Caps run from 11 bucks to about 40 bucks depending on the model needed.
Heck, while you are in there put a hard start capacitor and a fan delay relay in so you can run your AC on a Honda 2000.
