Most hot water heaters in RV's have one or two reset buttons on them. These buttons are typically under a rubber cover designed to keep water out. They are a bit hard to see unless you are specifically looking for it/them. I'd take a look there first. Good luck!

PS- you'll need to remove the exterior panel to see the section of the heater with the reset buttons on it.

Working on electric?

Fuse would be in the electrical distribution panel.
