hard to say on that old of a rig.
if it's a Suburban WH, they usually have the electric toggle switch on the WH, accessed from the outside WH panel.
propane is usually activated from inside.

My husband and I just bought a surveyor sp240 and when we did the pdi they showed us where the hot water pump drain is you pull the pin and flip the switch to on in order to switch it. He just switched it to I but is there anything that has to be turned off or on differently being new to RV camping I'm unsure.

if the WH's electric toggle switch is on and there's no water in the WH, the electric element will burn out.
NEVER turn it on, without any water in the WH.

First off, with units of that age group I do not think they came with the electric heater option. I could be wrong however. If it does have the electric heating rod the switch will be located on the outside of unit behind the heater cover. You may also check the main electrical breaker pannel in the unit to see if there is a breaker for the water heater.
