OnStar

Does anyone know what OnStar uses, cell phone towers or satellite. I called OnStar and got a foreign person

Cellular, its AT&T. It does usually work better for calls than your cell phone for some reason, I suspect more power for the signal from the vehicle. My work cell phone is AT&T, and it will not work at my favorite campground once the leaves are on the trees, the truck will.

That being said the Onstar service is IMO overpriced and a rip off. if you want 100 monthly phone minutes which is really nothing at all, its going to run you over $30 a month the cheapest way you can do it. Add a gig of data for the wifi and you're over $45 a month.

I was hoping that the Verizon Hum would drive down the basic Onstar plan prices but that does not appear to be happening.

It uses cellular networks. AT&T is the preferred carrier, but it will switch to others when needed. They use a 3 watt radio so the service range is much better than most handhelds.
