Rockwood Suburban Stove

I have a 2014 Rockwood 8265 with a Suburban stove modelSRNA3LBBE.
I can not turn the stove top burns down below about a 3/4 inch flame. It boils the coffee over and burns stuff in the pans. Has anyone had this problem and how have you fixed it? I am getting no help from my dealer.

Two friends of mine have Bighorns and they noticed the same "feature" on their stove... The back two burners have two settings - OFF and HI.. Not sure why a manufacturer would do that... The one friend was debating about replacing his stove...
