I have Direct TV and frequently get the no signal at startup. only my screen is blue, not black. Wish I could tell you the exact procedure but my DirectTV remote has 2 buttons labeled TV input; the other Format. I fiddle with those. If that doesn't do it my TV remote has a button labeled Source and that usually gets me a picture. I know this is much help, but i think that the Dish folks could tell remotely if the receiver was bad. Direct TV support couldn't figure mine out either.

I do remember once having a problem and Dish instructed me to pull the card out of the receiver and push it back in. Did some kind of reset I guess and I have never had a problem since.

You can check the power at the receiver and at the end of the cable that plugs into the tailgater with a volt meter. Should be around 19 volts. King Controls had me do this and determined the cable delivered with my unit was bad. They sent me a replacement.

We had a similar issue and tried a little bit of everything and finally took the tailgater back (the new grey one) and picked up a Winegard Pathway X2 and haven't had any issues since.

Check to see if card behind little door on receiver is in slot correctly. Mine came out once.

As many times as we pulled it out and replaced it that would not be an issue.

That's exactly how it's connected, through the window.

When we bought our tailgater the dish rep said I would need to have my receiver plugged into my home dish to keep the receiver current. If the receiver has been sitting unused for weeks it won't find a signal. Did Dish customer service tell you anything like that? If you have dish at home you may want to test the receiver at home.
