I have the same thermostat. To force the fan into high or low for continuous fan operation, the following works for me...
From the OFF position, hit the MODE switch once and pick your fan setting (HI or LOW) then wait a few seconds for the fan to energize. Once it's running, hit the MODE switch again to get to A/C and set your temperature. My fan will not secure until I take the thermostat back to OFF using this method.
