As Bikendan and Cypressloser have already pointed out, it sounds like the water heater is heating the water, but you have a bypass valve (or possibly a shower wand on) that is allowing cold water to mix in with the hot water......which is why you are getting lukewarm water.
If the water is already heated to it's thermostatically controlled temp, either by the propane/direct spark ignitor (DSI).......or if you have the electric heating element turned on (unbeknownst to you) if equipped .... then turning the inside water heater switch on will SEEM to have no effect.
The reset light (or fault light) you are seeing, will only light up if the DSI fails to ignite the propane used by the system to burn and heat the water....after 3 failed attempts to light. If the propane lights like it should, or IF the electric heating element is on (you are plugged into shore power and have the outside electric switch turned as explained in the FAQ above), then you may not notice anything just by looking at the inside switch.
To check to see if the water is already heated, go outside the RV and access your water heater. There is a pressure relief valve, near the top of the water heater. Carefully, and make sure you out of the way, pull up the lever on the pressure valve to let water out. If this water is very hot, then you know the water heater is working correct, and it's time to find the bypass valve or shower wand that is on.....which is allowing cold water to mix in with the hot water before it comes out of your taps.
