Howdy Sular, your initial post is kinda vague. We need some more details on EXACTLY what you are doing to turn on the water heater...either on the propane or electric heating element side (if equipped). It would greatly help us in the troubleshooting to know what brand/model water heater you have too.
Have you verified that you don't have hot water at the tank, or are just turning on the hot water taps (which won't do you any good, if the bypass valves are still in the winterization mode).

This previous post of mine here, has more information on the bypass valves, as well as a link to the operation of the common Suburban brand water heater. There are better posts from members, but I just knew how to easily access this one.
