No, he was probably stopped for the propane. they are indeed restricted in both of the Baltimore tunnels and you were lucky. I understand it is a very hefty fine. The web site for MTA states in frequently asked questions section that you cannot have bottled propane over 10 lbs and most RVs have at least 20 lb tanks.
I used to commute daily through the tunnels and never see RVs go through them.
