I live in Richmond, Va., and will suggest an alternative route which will save you from tunnels and the nightmare that is the Hampton Roads Bridge-Tunnel. (No one I know uses I-64 to go to the beach in the summer. It's crowded with Yankees coming down from Pa.

Seriously, take I-295 off of I-95 north of Richmond. Exit I-295 and travel Rt. 460 to the Suffolk by-pass, to I-64. All of this has signage directing you to the Outer banks. (Stop at Cowlings BBQ in Wakefield for some sho' 'nuff smoked piggy.)
Now, if you really want to go "native" and use the route folks who own property down there use, take Rt. 17 off of I-64 to South Mills, then SR343 to Camden, then Rt.158 to Barco, Rt.165 to the Outer banks.
17 to 165 is a flat, easy drive through the country. No traffic.
