The only fuel stop that I've hit was just south of 495 on I-95. There's a truck stop on one side of the street and on the other, there's actually a McDonald's that has long rig parking spots in the back. But, that's likely before you need...
Thursday night traffic is better than Friday night traffic. But strangely, the DC beltway traffic seems to get worse each night after Monday (Tues is worse than Mon; Wed worse than Tues; Thurs worse than Wed; Friday sucks).
Getting up to DC- you should be fine since you're going against traffic. From there, it's really a crap-shoot. If you go around the side of the beltway that you're thinking of, you're going to mix into the VA traffic. Plan for 30mph and hope for the best.
From 495, you're going to be in heavy traffic going up 270 until you get north of Gaithersburg and even then, lighter but still thick traffic until you get to Frederick.
Another option is to take 301 up to Baltimore and then go straight up I-83. You trade one beltway for another, but you should hit Baltimore a bit later and fair a little better. The wild card is that 301 is stop-lights and how might it treat you. Plus, it has the Harry P. Nice bridge (which is neither) to go over.

By map, it adds 1/2 hour to the drive. Just not sure if you'll save time or lose time due to the lights vs. rush hour on the beltway.
