And if you don't do what they say here is the penalty.
Simple for them but not the driver.

Toll Violations
Florida Statute 338.155 requires you to pay a toll if you drive on any toll road or bridge in the state. Failure to pay your toll is a moving violation, per section 316.1001 F.S.and if convicted, you may be assessed points on your driver’s license for not paying the toll, in addition to a fine if found guilty.
Tolls may be paid with cash, or with such prepaid accounts as SunPass, E-Pass or LeeWay. Your prepaid account must contain adequate funds to ensure you can pay your toll at the time you travel through the lane, just as cash customers do.
Electronic Enforcement:
SunPass takes a picture of your license tag as you go through the lane. If we do not receive a signal from a transponder, and cannot match your license plate to an active account, an unpaid toll violation will be mailed to you.
- If you have run a SunPass-only lane and are a SunPass customer, but forgot your transponder, simply log onto your account and make sure the license plate number of the vehicle you were traveling in is listed on your account. You should do this within 72 hours of running the lane to make sure you don’t receive a violation in the mail.
- If you have run a SunPass-only lane and are not a SunPass customer, you may mail the toll to Florida’s Turnpike within 10 days. You will only owe the toll amount and no service charges will apply. Include date, time, plaza, vehicle make and license plate number. See below for mailing information
If you missed a toll and are a SunPass account holder:
If you receive an Unpaid Toll Notice (UTN) or a Uniform Traffic Citation (UTC)in the mail, please call SunPass immediately at 888-865-5352 and ask to speak to the violations enforcement section. Please have the UTN or UTC number available.
If you missed a toll and are not a SunPass account holder:
If you are not a SunPass, E-Pass, LeeWay or former O-Pass account holder and find yourself in an unattended, dedicated SunPass lane, please continue through the toll plaza. Do not stop and back up, as it is unsafe.
Payment for the toll is still required. You need to mail the payment within 10 days.

If you missed a toll in an unattended cash lane:
Florida's Turnpike understands than sometimes you may not have exact change at an unattended exact change toll lane. Payment for the toll is still required. You need to mail the payment within 10 days.

If you were issued an unpaid toll notice receipt at the toll plaza and either lost your receipt, or, would like to check on the status of your payment, please call 407-264-3164.
Please keep proof of payment. Depending on the date we receive your payment, some lag time may occur and an unpaid toll violation or uniform traffic citation may still be generated. Keep your payment information handy to assist in closing out the violation.
If you are driving a rental car and missed a toll:
If you have traveled through a SunPass-only lane and were driving a rental vehicle at the time of the missed toll, please contact the rental car company directly to report the missed toll and to learn their policy on toll violations.
If you would still like to make a payment for the missed toll you may send a check or money order for the amount of the toll to FDOT Turnpike Enterprise, P.O. Box 310, Ocoee, FL, 34761. Please be sure to:
- Write the tag number of the vehicle on the payment. The tag number can be located on the rental agreement.
- Keep proof of payment (copy of the mailed check, the cleared check, or the money order receipt) as this will assist in the event a violation is generated.
- Please be aware that under Florida law, violations are issued to the registered owner of the vehicle, in this case, the rental car company, so the company may still receive an unpaid toll notice if your payment crosses in the mail with the notice mailed to the rental car company. In the event that charges are assessed, the charges will be from the rental car company, not from Florida’s Turnpike. You will need to contact the rental car company directly for resolution if this occurs.</EM>
- Please include a self addressed stamped envelope if a receipt will be requested.
If you have not signed up for PlatePass(R),Pass24(R), E-Toll, or TollPass program with your rental agency, you need to contact that agency immediately to resolve the issue. If you have signed up for PlatePass(R),Pass24(R), E-Toll, or TollPass program, the rental agency will identify the rental vehicle by the license plate and use that information to electronically collect the toll. Rental agencies will assess the fees agreed to in your rental agreement to collect the toll.
Penalties for Noncompliance:
- If you receive an Unpaid Toll Violation in the mail you will owe the toll plus a $2.50 administrative fee. You have 30 days to pay the toll, the administrative fees and close the document. By statute, if an unpaid toll violation escalates to a citation, we must mail the violation to the registered owner of the vehicle at the address that is on file with Division of Highway Safety and Motor Vehicles, so it is important to keep your information up to date with the State of Florida. (By statute, 10 days for your driver’s license, and 20 for your registration of vehicle.)
- If FDOT doesn’t receive your payment for the first violation within 30 days, they will mail a second notice that will include the tolls due from the first and the administrative fees, plus any new tolls and a new $2.50 administrative fee, allowed by statute. You have an additional 30 days to make payment.
- If at the end of the combined 60 days FDOT has not received your payment, it will issue the citations via certified mail. Once received, you have another 30 days to resolve directly with FDOT before it is filed with the Clerk of the Court (option A on the citation). The Clerk gives you 75 days to resolve the issue, either by payment of the citation, or by asking to set a hearing to contest the violation (options B and C on the citation). Failure to respond to the Clerk may result in other penalties besides the toll violation at the discretion of the courts. FDOT does not have the power to levy fines, withhold vehicle registrations or suspend driver’s licenses.
- If you believe you have received a UTV in error, please contact the SunPass violations enforcement division via email or at the phone number listed on the document you received.
- You may pay a UTV on-line via check or credit card, or you can pay via cash at one of hundreds of locations around the state as long as you have all of the information on the violation document with you. If you receive a notice from the Clerk of the Court, make sure to find out which toll agency issued the Citation, and contact them directly.
Florida Highway Patrol and Office of Motor Carrier Compliance Enforcement:
In addition to electronic enforcement, Florida Highway Patrol also conducts random enforcement activities at SunPass lanes. This consists of undercover workers inside the tollbooths, as well as uniformed patrol vehicles working in tandem.
