Can't beat 1st Landing State Park. Right on the bay, with only dunes seperating some of the campsites from the water. Many nature trails allow bicycles, also. We have biked to the boardwalk from there.

Marine Science Museum in Va Beach. Va Beach boardwalk/beach and a nearby amusement park. Norfolk (20-30 mins) has a Maritime Museum and a Battleship next to it, and a waterfront area . Colonial Williamsburg and Jamestown are roughly an hour away. Same area (Williamsburg) is Busch Gardens Theme park and a water park (cant remember the name). It all depends on your interests, but in the tidewater area there are tons of things to do. Nature walks, bike rides in dedicated bike lanes. Have fun. No suggestions on camping (unless you are DOD/military or able to use military base camping), I lived there for about 10 years but have been out of the area for 15 years. Have fun

First Landing State Park is, as was said earlier, your best choice, but it is very popular and hard to get into during the summer. First Landing State Park It has a wonderful maritime forest and nature area with a bike trail that dumps you out in downtown Va. Beach. It is close to some of the best seafood restaurants in the area. It's beach looks out on the entrance to Hampton Roads and the mouth of the Chesapeake Bay so ship watching is a great way to spend a day at the beach.
South of Va. Beach on General Booth Blvd. are Holiday Trav-l- Park.
Holiday Travel - Virginia Beach
and the KOA Virginia Beach KOA | Camping in Virginia | KOA Campgrounds
I prefer the travel park because there is a back road out to a market and a bicycle path that takes you to the oceanfront (right past the aquarium). However, as you might suspect, in either of these you will be packed in cheek-by-jowl with your thousand new best friends and their lovely children.
Try for First Landing.

There are lots of them. The one at Fort Monroe is in private hands as the fort was decomissioned, but there is one at Dam Neck (Sea Mist Campground) right on the beach.

Military Campground website
Best military campground website hands down is militarycampgrounds.us
If you have access to military campgrounds, this is an invaluable resource!

This will be our second time to Holiday travel, this place fills quickly, we reserved 2 weeks ago and they run out of sites quick, we go around mid July. Great place, lots of parties, if you like that, also is big enough to get away and get some quiet sites. They also have a beachfront parking lot free of charge to use.

Lived in VB many years and I endorse all the above. You can also visit Nauticus in downtown Norfolk and tour the USS WISCONSIN (BB-64).

Holiday Travel Park Super Sites. Pricey but very nice. All other areas to visit as previously suggested are nice, especially Colonial Williamsburg.

Like was said. Sea Mist is right next to the ocean, on the other side of the dunes. There is also a military one up at the Yorktown/Williamsburg area. The website mentioned US Military Campgrounds is a good source.
