Lots of waterfront camping in the Adirondacks. One of my favorites is Fish Creek Ponds near Saranac Lake. They even have vendors that cruise the campground and drop off rental canoes and kayaks which you keep at your site for your entire stay. We stay at the state park but there are also a full hookup private CG nearby. You can hit the water and paddle between about 3-4 lakes in the system - some require portage.

I know you have a preference for fresh water, but if you want to change up for some salt water experience, Frisco Woods Campground in Frisco, NJ on the Outer Banks has great soundside sites with full hookups. Kayaking is very popular there.....

Scratch Four Mile Creek SP in Youngstown NY. Yes it has lake access but no campsites sitting on the lake with your kayak ready, set, go! Cowanesque Lake Corps of Engineers CG in Thompkins Tioga PA has a handful of water front sites on a 2200 acre man made lake. However, I've camped there three times and have yet to be able to get one of those sites!

Ditto Four mile creek NYSP. Fish creek and also Rollins pond which is accessed through fish creek, Coles creek S. park on St.Laurence (Lake) seaway, Hopeville pond SP in Connecticut. Willow bay (corps, of Engineers) and others on Kinzua Reservoir, and a number of camps Near Rome Maine . Happy Camping and Kayaking

You may want to try Association Island KOA on the eastern end of Lake Ontario in NY. They have full hookup waterfront sites on both Lake Ontario and Henderson Harbor. Fishing there is very good and the views are exceptional.
