I am a camper, paddler and boater and perhaps more importantly a NATIVE Floidian! My favorite state parks near water in no particular order, Anastasia SP, Suwanne River SP, Manatee Springs SP also on the Suwanee, Black Water SP on the Black Water River near Pensacola, Cape San Blas - St. Joe Peninsula SP on beautiful ST. Joe Bay and the Gulf, Blue Spring SP on the St. Johns River, Juniper Springs, Alexander Springs, Silver Glenn, Salt Springs, Clearwater Lake all in the Ocala National Forest, Faver Dykes SP near St. Aug, John Pennekamp SP, Bahia Honda, SP. Fort Clinch SP, Oelano SP...just to name a few. I have been to many others as well like Lake Griffin, Ichnetucknee Springs, Fanning Springs and Kissimee Lakes. The ones I listed are my faves and would go there again and again. I launch my boat at Sebastian Inlet, the campground is kind of lame. Volusia County (Daytona/Deland area) has some nice parks with great access like Lake Monroe County Park on the St. Johns River and Spruce Creek both with camping.
