Spoke with Dexter Axle's about using their lift kit, but they told me it wasn't compatible with what I have - they'd be unstable. My axles have a 22 degree lift, Dexter's rep recommended moving to a 45 degree lift, which would get me 2.3". So, I spoke with the guys at Magnum Trailers here in Austin, and they're getting the quote. However, they said they could build a sub-frame to lift the entire trailer 4" safely, and mount that between the axles and the existing framework. Price would be a little more than the cost of the two new axles + labor.

I ran the trailer over to them today and they're going to be taking measurements and sending me a design. I'm concerned about safety. They tell me they've built lifts for over 200 trailers and have never had a problem.
