AirSafe hitch in bad shape

About a year ago I acquired an AirSafe hitch from my in-laws. It's probably a couple of years old, can't remember when they bought it. It stayed in the back of his truck and the live on a bay.

The salty air has done a toll on the finish. I heard they used a powder coater that did poor work and it shows. The powder coat is flaking off in pieces. I literally washed some coating off the head with a water hose. VERY POOR

I'm going to break it down and either get it repowder coated or strip it myself and paint it.

Should I go with powder coat or a good epoxy primer and paint?
