The way I see it with this set up, there will be some sway when a side force is against the side of the trailer (when a large tractor trailer goes by, a large bus or a high gust of wind) There will be rotational force that will make the trailer hitch turn on the ball as if the trailer wants to tip over. The chain might help to reduce the amount of sway by distorting (bending) the bracket that these are attached too. It is like a vehicle suspension with sway bars, these limit the amount that the vehicle will rock.
