Any reliable way to estimate TW?

Is there any reliable way to estimate tongue weight? Per the brochure, the specs give show the TW is 16.9 percent of the total dry weight of the trailer. (Flagstaff 228BH.)

Dry hitch weight 350 lbs,
Dry trailer weight 2064
Cargo capacity 1017 (however, the yellow sticker on the frame shows max cargo capacity as 915, so I take it that is the weight with one tank, deep cell battery, awning).

I need a decent estimation since the nearest scales are 135 miles from here.

Also, noted a discrepancy between the Silverado owner's manual that states max tongue weight is 800 lbs (weight carrying) while the sticker on the hitch shows 600 lbs. (I'll go with the sticker before the owner manual.)

Note the measurements from the tongue to the pipes as the ratio is critical for the math to work out.
