You have to spend hundreds to get a lock that can't be defeated by a 12 year old with internet access, a bobby pin, and 5 minutes. I use Master Lock, but it's a company whose products are somewhere between fraudulent and shameful.
Abloy padlocks are about the only reliable locks out there, in terms of theft prevention.
I would look for a containment device that accepted a padlock. Something like this:
Then add a suitable
Abloy lock.
Proven Industries has a really stout mechanism and some good YouTube demonstrations. However, the lock is the weak point here.
Otherwise, just go cheap.
