Better up or down?

I have to reset the hitch for the new TV. best guess right now, there is about a 1" difference between the TT tongue 19.5" and the Upper receiver of 20.5". My question when things are where they are supposed to be is it better for the TT tongue to be higher or lower?

Lower. Level is optimal, but a slight tilt down of the nose of the TT is better than higher.

Don't guess, measure! The TT is supposed to ride level. Consult the WDH manual and redo the setup steps. Measure! IF, I had to make that choice, I'd go nose down a tad. The adjustment on the bars or chains will affect level, steering and braking so, measure! Irregardless, if you buy a different TV or TT you will " reevaluate the WDH size and setup" 2 TTs ago I had a 6K Equalizer on a hybrid and a F150, now I'm running a 14K Equalizer on a 2500HD

Picture this... when you go into a gas station from the road, back into many sites or tag the brakes when you are on the highway what's going on with the TT due to changes in terrain or inertia?

The manual for my WDH says measure to the top of the coupler with the trailer level. Position your ball on the hitch so that it is 1" higher then the coupler on level ground. This is for my unit and may not apply to yours but gives you some info

Thanks for the help. I couldn't remember which was best. Just using static numbers between the TT, TV and the shank adjustability right now.

Finally had decent day to set hitch.
TT Roo 21 4700 max
Hitch Blue Ox sway pro 750 bars
2010 expedition Limited EL 4x4
unhitched front 36" rear 35"
hitched front 36" rear 34.5
Trailed when hitched Level
I tried both 8 and 9 links, no change
Am I missing something? Maybe shocks need to be replaced?

No real problem, just seemed strange the front stays the same no matter what, and the back drops. Thought possibly the shocks were bad.

Shock absorbers don't carry any weight, they simply dampen movement.
