Blue Ox Alpha Problem

My Dad uses a Blue Ox Alpha tow bar with his mh. He told me that the areas that move have got really tight. He says he almost can't move them. I moved them but I did have to put some effort in it to get it to move. I thought it was tight when he got it but he says it wasn't. The other problem is that the arms should lock when pressed all the way in. One has stopped locking. They both lock when extended. He hasn't used this much because they don't tow a car if they go camping with us. The unit is about 5 years old. He called Blue Ox and they told him he needed to buy a washer kit. I didn't see anything that was wrong with the washers and I would think that would make it tighter. Anybody got any ideas?
