Airbags for my 2013 F250 6.7 Crew 4x4 Kingranch fixed the sag. I had 2200 pin weight on scale. Was sagging bad but 50 psi on a pair of Firestone 5000 lb air bags fixed that problem.

I agree. This sounds like a case where the GVWR is governed by the registration in the state to avoid commercial plate requirements (like Pennsylvania). In fact, I learned after buying my truck that I had the option of order it with a lower GVWR placard.

When I renewed my entirely residential/non-commercial registration for the year, I was informed that I'm supposed to be doing/having done some kind of yearly preventative maintenance inspection:

This is a reminder to myself- I really need to call MDOT and find out if it applies to non-commercial folks such as myself.

I have the same truck as op with 20" tires but my gvwr is 11.500 and my axles have same rating. Are you positive on the gvwr? My fifth wheel pin weighed with gear not loaded for camping is 2700. I have close to a 2" drop and virtually no lift in front. Handles well!
