Randy, everything I had read (I don't own one) says you need to drill into the frame.
I'm posting from my phone as I'm camping so I can't post the PDF, but I just read the instructions on reeseprod.com. Pages 5-6 tell how to do it. This is for the Reese dual cam high performance.
