Tongue weight is the weight on the ball before the WD bars are installed.
That weight is not reduced by the WD hitch; it just "leverages" some of it onto the camper's wheels and the front axle. The hitch, receiver and TV frame see the entire tongue load.
Those bars HAVE to be rated a minimum of the actual tongue load rounded UP to the closest rated bar. (In your case 1000 pounds).
The dealer "gave" you a hitch he had laying around. I would call him on it and demand he "make it good."
This is why a Travel Trailer with a WD hitch required one more weight ticket than a 5th wheel. One with the bars on and one with them off.
