E2 round bar angle setup

I have a E2 WDH and after 1700 miles of towing I am getting wear on the leading edge of the L brackets.
If I look at the bars they are resting on the leading edge of the L bracket, should they be sitting flat on the L bracket.
Should I lower the L bracket to get the bar to make more contact on the L bracket?
