I have a PullRite Sliding 5th wheel. I attach the e-brake cable to a hole in the hitch head, where I put a pad lock for safety. It's high enough the things in the bed won't accidentally pull it or interfere.

I would hook it near center of the bumper with a quick link.
Easy to do and you need to be there to hook and unhook everything else.

It should the attached to the frame of the TV (the hitch can be considered part of the frame). Have seem people attach to the chain (bad idea). If the TT was to break away from the hitch and the chain snapped then the brake away switch would not work.
