Equalizer E2 Question

I'm not sure if they were this way to begin with, but on the sway bars, are the heads that lock into the hitch supposed to swivel and move around a little?

There is only one bolt that holds the head or "knuckle" part on the end of the bars. It seems to me like it's designed to let the bar move a little. I just want to be sure something isn't coming loose.

The bold that holds the bar recepticals in place is a pivot and it does move side to side. It does need to be greased and the bolt does need to be at the correct torque, I think it is 45#. It should not be able to move up and down though.
