When you went through the first time, truck only, did you have the hitch on the truck and the bars in the bed, or not? If not, then the good news is the Cat measurements at least align with the Sherline.
Total - truck only = trailer total
trailer total - trailer axle weight = tongue
so:
15920 - 7860 = 8060
8060 - 6900 = 1160.
The 95 lbs difference between the CAT and the Sherline is just about right for the weight of the Equalizer.
However the downside is that kind of confirms your suspicions that your not getting much weight distribution. If you were, some of that tongue weight should have been shifted to the trailer's axles. Your own statements about it being stable means you probably don't have much to worry about, but if you really want to dial it in perfectly, you've got some fine tuning to do.
I didn't have an EQ so I can't help with the 'how' specifically, but it sounds like you're already getting some sound advice on that from some of the previous posters.
