cons of welding the receiver vertically to the shank, i'm looking to add a goal post style rack to the rear and a light bar (without the lights) for the front. it's a 2011 wrangler 4 door.

Check Rackwarehouse.com and look at the Thule or Yakima rack systems, (and others) I think you will find several options that will work better than what you are thinking of. There are other sites available besides rackwarehous.com too, I just like them, they seem to be about the best price and shipping is free a lot of the time.
