Disconnect the vac lines at both front knuckles and plug them with golf ball tees,use a vac pump and apply vac to the outlet port of the vac solenoid for the hubs(located behind the battery)should hold vac-if not replace all the vac lines from the solenoid to the hubs-these are known to get pin holes in them.Check the vac check valves to see if they hold vac in one direction-if not ,replace the vac check valves.Vac test the vac reservoir,it should hold vac-if not replace the reservoir(located under the battery box).Also,with the hubs ratcheting,there will have been damage to the actuator and hub teeth,so replacing those parts were not money wasted.

Truck is now repaired. Dealer found a broken vacuum line. Thanks for all the advice. If I ever have the problem again I will know how to fix it myself.

While we are speaking of Ford F-150's ..... mine has a "chatter" when starting with trailer attached, much worse on a slight incline. Dealer here said they chased that problem on a F-250 until they found the actual driveline is a bit out of alignment when loaded. The owner insisted they fix the problem. When repairs were completed, the chatter was there when it was empty! They advised me, and I agreed, the minimal chatter I received on start up was better than having it all the time empty!
