Help with explorer neutral tow feature

apparently you can add a neutral tow switch (LED light with two wires) and reprogram the ECM and then follow the steps to either engage or disengage the neutral tow feature. My problem is I've searched the world it seems and can not find the Tow switch kit.
Some people have made there own but I can't find anyone who has made it for the 1999 4x4auto, only later models.
I have a grey plug under the dash instead of the GRN one the later models have, and my plug only has one wire in it instead of two like the others.

Does anyone know how to wire up an LED for this year Explorer and what the proper steps are to engage and disengage the system.
The instructions for the later models say to press the brake pedal and PUSH the 4x4 BUTTON at the same time for 5 seconds but I don't have buttons. My 4x4 selection is by a dial switch. Any help would be greatly appreciated.
