Hitch and Bracket Wear

The pictures below will show where on the hitch and the bar brackets. is this wear normal.

the shank is worn where it sits on the inner and outer edge of the TV receiver. The rusty spots. The brackets are worn in the middle where the chain rubs, rusty spots again.
