Locked brakes

Windrider replied that the "brake-away" may have been activated if so how can I release it. I really don't want to have to pull the wheels. The trailer is now at it's new location so there's now rush but I would'nt want it to rust in the on position.

Trace the break-away cable that you hook up every time you tow your camper back to the box, usually on the inside of the tongue frame. The cable is attached to a plastic wedge that goes into the box....make sure that is pushed all of the way into the box.
